Penrith lost Grahame Moran and Ern Gillon due to injury before the game Mal McMartin came onto the wing with John Moran moving to the centres, Ray Steele replace Ern Gillon in the halves.
Peter Moscatt left the field just before halftime with a side strain replaced by Bill Schultz.
John Moran was replaced by Paul Gibson at halftime with a leg injury.
John Brass' first premiership match and he put in a man of the match performance and was later that night selected in the City sides as a reserve.
